Online course development and QM Internal/External Review Stipend
Online Course Stipend Request
The Distance Education Committee is soliciting course development/redesign proposals from Deans at Indiana University Kokomo. Applications for courses that meet the following criteria will be reviewed:
New fully online course OR
Major revisions, which include the following:
Adjusted course delivery format (8 weeks to 16 weeks or 16 weeks to 8 weeks)
OR
Existing course with new instructor in which the new instructor will newly develop over 50% of the course
Applications should be submitted at least 12 weeks prior to the beginning of the semester.
Applications can be submitted 8 weeks in advance with a letter of exception from the dean outlining the exigent circumstances. To qualify for the exception, faculty must have completed or have proof of required certifications and training.
Priority will be given to courses required for online programs and those needed to bring new programs online. Additionally, priority will be given to faculty who have not previously received this online course stipend.
The stipend for proposals accepted will be $1500 for developing an online course. This will be divided into three installments. Each faculty member receiving a stipend must agree to the conditions outlined in the Online Course Development Stipend Contract.
School Deans, please email koacadem@iu.edu for request form, then submit completed applications back to koacadem@iu.edu. Proposals will be reviewed by the Distance Education Committee; Applications are due September 1, October 1, November 1, February 1, March 1, and April 1.
I agree to earn the “Basic Online Development” certificate through the Center for Teaching and Learning. This professional development provides the foundation for online course design. Certificates can be earned by participating in specific CTLA training events. Faculty who have completed equivalent training at other institutions must provide documentation highlighting that work to the CTLA for review and approval. I agree to earn the “Applying the Quality Matters Rubric” certificate for the current version of the Quality Matters rubric. This all-day workshop is offered in-person at no cost to the faculty member at the IU Kokomo Campus. If one cannot attend the in-person workshop, contact CTLA to enroll in a virtual all-day workshop from another IU campus. Faculty can also complete a two-week online course via QM if no virtual or in-person options are available. Optionally, faculty may travel to another IU campus to attend an in-person workshop at their own expense. Faculty who have completed the QM training at other institutions must provide documentation to CTLA. , To locate the next available workshop, view the CTLA training schedule.

I agree to develop a fully online (Online All) course
I agree to submit a series of artifacts to the CTLA a minimum of 8 weeks before the course is taught. The artifacts to be submitted in the LMS (currently Canvas) include the following:
An accessible syllabus
An instructor introduction
A completed first module
A learner-to-learner introduction
I agree to communicate my course design progress with my dean if my dean requests and with the CTLA.
I understand that this stipend constitutes “Exceptional University Support” for the creation of Online Instructional materials, in line with Indiana University Policy UA-05, Definition. As such, this course is a University Work, and I am a Creator under the intellectual property policy.
I understand that this course must be on a current or anticipated Schedule of Classes for this contract to be considered fulfilled.
I understand that this stipend is compensation for developing the course and its materials in the LMS (Canvas). Compensation for instructing the course is outside of this agreement.
Payment 1 ($500)
This payment will be issued when the following requirements are met
Certificate in Basic Online Course Development or equivalent training that has been approved by the CTLA
Certificate in Applying the Quality Matters Rubric
8 weeks prior to course start date: An accessible syllabus submitted to the CTLA with
measurable learning outcomes
how students will communicate with the instructor
netiquette expectations
grading turnaround times
course policies
6 weeks prior to course start date: A module in the LMS (Canvas) with
an instructor introduction as well as video, instructor photograph, or avatar to create faculty presence.
one audiovisual content item for replacing a face-to-face lecture.
one fully developed interactive student assignment or activity.

give CTLA co-instructor access to the Canvas course
The course developer must meet with the CTLA to review the artifacts above, and the course materials as outlined above must fully meet the recommendations of the CTLA before Payment #1 is made.
Payment 2 ($500)
By course start date:
50% of the course materials developed (including assignments and activities shared on course syllabus)
One fully developed module
All module shells created
The course developer must meet with the CTLA to review the artifacts above, and the course materials as outlined above must fully meet the recommendations of the CTLA before Payment #2 is made.
Payment 3 ($500)
This payment will be issued when the following requirements are met.
Received payment #1 for meeting requirements.
The course is 100% completely designed and has been taught once.
A post course delivery meeting with the CTLA has been completed to do a final review of course accessibility and design and to discuss the possibility of seeking a QM certification for the course.
The course developer must meet with the CTLA to review the artifacts above, and the course materials as outlined above must fully meet the recommendations of the CTLA before Payment #3 is made.
Internal and External Quality Matters Review Stipends
The Faculty Senate Distance Education Committee has also secured funds for those wanting to put their course(s) through Quality Matters review. Indiana University considers Quality Matters as the gold standard for online courses. A payment of $500 will be issued when the faculty member successfully completes an Internal Quality Matters review or an External Quality Matters review and makes the changes as determined by the review committee.
